    摘要：水资源是可以枯竭的,合理开发、利用和保护水资源是社会发展的永恒主题。其中人们在淡水的饮用中存在很大的问题，特别是农村饮水存在着安全问题。这些安全问题存在水资源时空分布不均、污染加剧、应急能力差、安全保障程度低等问题，这些不仅影响了广大农民的身体健康，也影响农村生态文明和小康社会建设。

    abstract: water resource is exhausted, the rational development, utilization and protection of water resources is the eternal theme of social development. the people there is a big problem in freshwater drinking, especially rural drinking water security problems exist. such as uneven distribution of water resources, pollution, poor emergency response capacity, low-level guarantee these security problems, which not only affect the health of people, also affects the rural ecological civilization and the construction of well-off society.
